Every week there are updates from various cities and counties in California regarding commercial cannabis and industrial hemp. These are headlining updates that you may want to know about.
Bureau of Cannabis Control: Finalized Regulations
The Bureau, Department of Food and Agriculture, and the Department of Public Health released the final regulations for commercial cannabis cultivation, manufacturing, distribution, retail, and testing that went into effect immediately, last January 16.

Goleta, CA
Goleta’s City Council will be holding a cannabis workshop to provide staff feedback regarding the proposed amendments to cannabis land use, business license, and general plan ordinances and policies on Wednesday., January 23, 2019 at 6 p.m., at the Council’s Chamber at Goleta City Hall at 130 Cremona Drive, Suite B, Goleta, CA.

Vista, CA
The City Council is considering adopting an urgency ordinance extending the moratorium on commercial cannabis activities.
Although the Council released a Measure Z application, which required applicants to apply for a medical cannabis business permit, it appears that all other commercial cannabis businesses will need to cease operations until permits are issued.
The following information and documents are part of the Measure Z Application requirements:
- Type of business
- Entity information
- Location of proposed business
- Operating name of proposed business
- Live Scan results
- Property owner information
- Site plan
- Exterior photos
- Description of business
- Security and non-diversion plans
- Copy of operating standard plans
- Documentation that the business is located in a permitted zone and within approximate buffers
- Proof that business has been in existence for a minimum of 6 continuous months prior to issuance of business license
- Proof that proposed medical cannabis business holds current BOE Seller’s permit for 6 continuous months
- Must be an existing collective/cooperation
The City will be permitting up to 11 medical cannabis retailers. The City will also be implementing a 7% tax on gross receipts. The application fee is $9,368 and requires a $100,000 deposit.

Riverside County, CA
Interested parties who want to apply for commercial cannabis retail and cultivation in the unincorporated areas of Riverside County will need to participate in a proposal process which the county will evaluate. The County will accept and process conditional use permits for up to 50 cultivators and 19 retailers. All permits will be processed with a Development Agreement.

Chula Vista, CA
The City of Chula Vista will impose a cannabis business tax at 7% of gross receipts and $15/SF of canopy for cultivation with a mandated annual review by January 2021, and every January thereafter.
The City’s application window for retailers closed last Friday. Applications for distribution, manufacturing, and testing will close this Friday, January 25, 2019.

Yolo County, CA
The County adopted an interim urgency ordinance declaring a moratorium on Indoor Industrial Hemp Cultivation in the unincorporated areas of Yolo County.
