Montana Commercial Cannabis Update

Update for March 4, 2019

It’s been an exciting week. Friday was day 45, halfway called transmittal, when they send the bills to the opposite house. Unfortunately, HB577 the gun rights bill failed to pass committee.

HB498, however, passed out of the same committee, House Judicial, 16-3. This bill is sponsored by Rep. Jade Bahr from Billings and allows people on probation and parole to get MMJ cards. This bill passed the House 60-39 this morning and is headed to the Senate. This bill passing was covered by state and national press.

HB598 Rep. Mike Hopkins bill to change oversight of the mmj labs snuck in as the last bill in House Health and Human Services Committee before transmittal deadline for general bills. This bill passed 19-0 out of committee, 88-11 out of the House, and is on the way to the Senate.

SB265, the MTCIA bill, Sen. Tom Jacobson hasn’t been voted on yet in Senate Taxation Committee. This bill is a “revenue bill” which has a later deadline in March. Here’s the hearing video:

Also drafts with the revenue deadline are held for Rep. Jessica Karjala and Rep. Tom Winter. Rep. Winter is working on a recreational marijuana referendum which would put the issue on the ballot.
