Here are important updates for Banning, Carpinteria, Los Angeles, Sacramento and the
California State Water Board
Banning, CA
Banning’s Planning Commission is recommending that the City Council approve a Zoning Text
Amendment that will allow and regulate storefront and non-storefront retail cannabis
businesses. Access the city’s website for more information.
Carpinteria, CA
Carepinteria’s Planning Commission is considering recommending the adoption of Ordinance
No. 726 to the City Council. The new ordinance would allow and regulate medical and adult-use
cannabis non-storefront retail sales, distribution, manufacturing (both volatile and non-
volatile), and testing. All deliveries from outside the city would not be permitted. Only non-
storefront facilities permitted by the city would be allowed to conduct commercial cannabis delivery activity within the city.

Los Angeles, CA
The Los Angeles Department of Cannabis Regulation (DCR) has released a request form to
amend applications previously submitted to the department for licenses and/or temporary
approval to conduct commercial cannabis activity. The form must be submitted in-person to
DCR’s office and DCR must review and approve any amendments to previously submitted
applications before any of the changes can take effect.

Sacramento, CA
Sacramento’s city council is going to discuss conducting a public hearing and upon conclusion,
pass a resolution approving the proposed business operating permit fees for cannabis
distribution and delivery only businesses. The council will also pass an ordinance adding Article
X to chapter 5.150 of the Sacramento City Code limiting the number of Southeast Industrial
Area dispensaries authorized to make deliveries.

California State Water Board
All commercial cannabis cultivators must apply for coverage under the Cannabis Cultivation
General Code. This can be done by applying for a Small Irrigation Use Registration (SUIR) for
cannabis cultivation on their website. Applicants must create an account and submit their
applications electronically.
There will also be a State Water Board Workshop on Tuesday, October 16, 2018. The workshop
will be held after 1pm at the Joe Serna Jr. CalEPA Headquarters’ Coastal Hearing Room at 1001 I
street, Second Floor, Sacramento, CA 95814. Oral comments will be accepted at that time
regarding the Cannabis Policy and Cannabis Cultivation General Order. The public hearing
regarding these matters will be held on February 5, 2019.
