Weekly Cannabis Update: Newly minted- California Cities and Counties permitting Commercial Cannabis Activities in the New Year

This week the news is all about more California cities and counties permitting commercial cannabis activities.

2019 is looking like it’s off to a very exciting start and promises more cannabis business opportunities to aspiring and existing canna-business owners.

Carson, CA

The City of Carson is accepting commercial cannabis operation permit applications for cultivation, manufacturing, distribution and testing for both medical and adult use cannabis. The deadline for application submissions is on February 14, 2019, at 5 p.m. Application instructions, a fee schedule, and other pertinent information is available for applicants on the City’s website.

The application fee is $20,000 which will be used to cover City actual costs to review and process the applications.

The application process includes a 90-day staff review period, which may be extended by City staff.

Pasadena, CA

The City of Pasadena is now accepting Screening Applications and will close the submission window on January 31, 2019 at 11:59 p.m. The City will be permitting six (6) retailer facilities that covers deliveries, four (4) cultivation facilities, and four (4) testing facilities.

Fees are $ 13,654 per application. All submissions and application fee payments must be done through the City’s on-line portal. There is a 100 page-limit for the application, with 75 pages dedicated to text and 25 pages for images.

Chula Vista, CA

The City of Chula Vista will begin accepting commercial cannabis business permit applications for retail storefront, retail non-storefront delivery, and cultivation beginning January 14, 2019 through January 18, 2019. The Application Fee is $ 6,049 and has been broken down into phases that are as follows:

  • Phase 1A: $ 2,683
  • Phase 1B: $2,065
  • Phase 1C: $ 868
  • Phase 1D: $ 433

Other Fees Associated with the Application:

  • Zoning Verification Letter $ 183
  • Secondary CVPD Background Review $347
  • Provisional HDL Background Review $300
  • Appeal Process Fee    $ 3,276

As for manufacturing, testing, and distribution, the City will begin accepting application on January 14, 2019 and will close on January 25, 2019.

The Application must be completed on-line and additional forms are expected to be uploaded in PDF format to be considered complete.

Riverside County, CA

Riverside County has begun accepting Conditional Use Permit Applications for distribution, wholesale nurseries, testing and manufacturing facilities.

As for cultivation and retail facilities (including microbusinesses), the County will implement a pre-registration process which is set to open up early this year. Only 50 cultivation and 19 retailer permits will be issued this year.

El Monte, CA

The City of El Monte began accepting Commercial Medicinal Cannabis Business Permit Applications on January 1, 2019 and will close the submission window upon receipt of 10 applications. Applications can be accessed on the City’s website. Application fees are $3,808, not including the $300 LiveScan background check for each owner.

The City is only permitting medicinal cannabis cultivation, testing, manufacturing, and distribution in the Light Manufacturing, General Manufacturing, General Commercial, and Professional Offices zones.

Applications will be available from and must be returned by appointment to the Community & Economic Development Department, Planning Division located at City Hall West, 11333 Valley Blvd, El Monte, CA, 91731.

San Luis Obispo City, CA

The City of San Luis Obispo is currently accepting commercial cannabis business permit application and will close the submission window on January 29, 2019. The City will be permitting cultivation, manufacturing, retail- storefront, retail- delivery, transportation, distribution, and microbusinesses. The fee for retail storefront applications is $ 22,519 and for all other business types, an initial application fee of $ 7,431 and a Final Permit Fee of $15,087.

Mendocino County, CA

Mendocino County has begun accepting commercial cannabis facilities business license application for the following areas:

  • Covelo Core
  • Covelo Fairbanks
  • Laytonville
  • South Leggett

Prospective applicants need to email and request for an appointment to submit their applications to cannabisappointments@mendocinocounty.org with the subject: Cannabis Accommodation District, and must include the Assessor’s Parcel Number (APN) for the proposed location. Appointments are held on Wednesdays at the Department of Planning and Building Services.
